P5.7 M WORTH OF CHEMICALS USED FOR MANUFACTURING SHABU DESTROYED BY PDEA

Seized controlled precursors and essential chemicals (CPECs) valued at P5.7 million, together with laboratory equipment intended for the production of methamphetamine hydrochloride or shabu, were destroyed today, July 11, 2012. The Director General of the Philippine Drug Enforcement Agency (PDEA), Undersecretary Jose S. Gutierrez, Jr., led the destruction ceremony of the CPECs and laboratory equipment confiscated by authorities from the clandestine laboratories in Acacia, Ayala Alabang, Muntinlupa and Bagumbayan, Taguig dismantled on January 6, 2012 and March 26, 2010, respectively. Gutierrez said that a total of 2,873 liters of liquid chemicals (composed of toluene, acetone and hydrochloric acid) and 1,213 kilograms of solid chemicals (composed of iodine, carbon, sodium chloride, sodium hydroxide, and red phosphorous) were destroyed through chemical treatment method. “During the destruction, hydrochloric acid and other acidic chemicals will be treated with water then neutralized with sodium hydroxide.  The end products will be water and sodium chloride.  Other chemicals, including sodium chloride as end product of the treated acidic chemicals, will be treated with sludge, like oil waste. The mixture will be placed in a mixer to be combined with compounds used in making hollow-blocks,” Gutierrez explained, as he assured the public that there is no possibility that the original composition of the chemicals could be recovered. Gutierrez said that the destruction activity held today at the Green Planet Management, Incorporated (GPMI) in Punturin, Valenzuela, a DENR-accredited treatment facility, was the second destruction activity facilitated by PDEA this year. The first one was held at the Integrated Waste Management Incorporated (IWMI) in Trece Martires, Cavite on April 12, 2012, where more than P800 million worth of dangerous drugs were burned through thermal decomposition. In 2011, P590 million worth of dangerous drugs, chemicals and laboratory equipment were destroyed in four destruction activities conducted by PDEA. “It is my desire, and the desire of PDEA, to permanently erase the public notion that dangerous drugs and chemicals recovered through anti-drug operations are being recycled.  That is why in the spirit of accountability and transparency, we conduct such activities before the probing eyes of the public,” Gutierrez said. The PDEA Director General added that under his watch, PDEA will continue to regularly conduct activities to destroy dangerous drugs, chemicals, drug paraphernalia and laboratory equipment. “Of course, this could only be possible with the constant support of the judiciary,” Gutierrez said, citing Judge Louis Acosta of Pasig RTC Branch 70 and Judge Myra Quiambao of Muntinlupa RTC Branch 203 for issuing respective court orders for the destruction of chemicals and laboratory equipment destroyed today. “I am confident that with the help of all government agencies, local government units, and all stakeholders, we will be able to attain our objective of providing drug-free communities for the Filipino people with the end view of achieving that dream of a drug- free Philippines,” Gutierrez said. ———————————————————————————————————————

PhilHealth’s Z Benefits Para sa mga Catastrophic Illnesses Inilunsad

INILUNSAD kamakailan lamang ng Philippine Health Insurance Corporation (PhilHealth) ang pinakabago nitong  benepisyo na tinatawag na “Z Benefits.”

Ang paglulunsad na ginanap sa Palasyo ng Malacañang ay pinangunahan nina Pangulong Benigno Aquino III, Health Secretary Erique T. Ona at ni Dr. Eduardo P. Banzon, Pangulo at Punong Tagapagpatupad ng PhilHealth.

Ito ay tinawag na Z Benefit package dahil kung ating susukatin at susuriin ang lahat ng uri ng sakit mula A hanggang Z, ang mga sakit na pinagkakagastusan ng malaki ng mga pasyente dahil sa mahabang pagpapaospital at sobrang mahal na gamutan ay masasabing nasa pinakahuling letra o mga Z illnesses. Ito rin ang mga uri ng mga sakit na kailangang pagtuunan ng pansin. Ang nasabing pakete ay nabuo pagkaraan ng halos apat na buwang konsultasyon, pagpapalitan ng kuro-kuro, pagbisita sa iba’t-ibang mga ospital, at matinding pagsusumikap.

Sa kasalukuyan, ang mga sakit na kabilang sa ‘Z benefit ay ang childhood acute lymphocytic leukemia (ALL), early stage ng breast cancer at prostate cancer. Ang halaga ng pakete para sa kumpletong gamutan para sa mga sakit na ito ay nagkakahalaga ng P210,000 para sa ALL, P100,000.00 para sa breast cancer at P100,000.00 din para sa prostate cancer.

Kabilang sa paketeng ito ang bayad sa ospital tulad ng bayad sa kuwarto, gamot at laboratoryo, operating room at bayad sa duktor para sa kabuuan ng gamutan, kabilang na ang mga obligado at iba pang mga serbisyo.

Maaaring makapag-avail sa nasabing benepisyo ang lahat ng miyembro ng PhilHealth sa ilalim ng Employed Sector, Individually Paying, Lifetime Member Program, Sponsored Program at Overseas Workers Program at kanilang mga kwalipikadong dependents.

Ang mga miyembro naman  ng Sponsored Program ay maaaring maka-avail ng Z package ng wala ng babayaran pa dahil sakop ito ng polisiya ng No Balance Billing (NBB) o“walang dagdag bayad,” samantalang ang mga miyembro naman na nasa ilalim ng ibang programa ay magkakaroon naman ng fixed co-pay..  Ang fixed co-pay ay itinakdang halaga na maaaring singilin at bayaran ng miyembro  maliban sa Z package ngunit hindi lalampas sa benepisyong maaaring bayaran ng PhilHealth.

Ayon kay Banzon, “ Nais naming mapangalagaan ang aming mga non-sponsored members sa mataas na singil sa pagpapagamot sanhi ng type Z na mga sakit kung kayat  nakipag-ugnayan kami sa mga partner providers upang maipatupad ang tama at striktong implmentasyon ng fixed co-pay.”

Ang PhilHealth ay nakipag-ugnayan sa piling reference at contracted na pampublikong ospital sa buong bansa para magpatupad ng Z benefits. Ang mga reference hospitals ang siyang magbibigay ng teknikal na serbisyo gaya ng paggawa ng isang registry hub o yung tinatawag na Z Benefit Information Tracking System o ZBITS na naglalaman ng impormasyon ng pasyente at magmomonitor ng rehistradong kaso ng Type Z, halaga ng gamutan at pagkuha ng mga pinagkasunduang mandatory services.  Kabilang rin dito ang paggawa ng pamantayan sa pangangalaga.  Ang mga contracted na ospital naman ay nasa level 3 o 4 na na pumirma ng performance commitment at sumang -ayon na magbibigay ng kabuuang de kalidad na serbisyo para sa mga Type Z na sakit.

Ang mga reference hospitals na nangakong magpapatupad ng Z benefits ay ang Philippine Children’s Medical Center sa Quezon City para sa gamutan ng ALL; Jose R. Reyes Memorial Medical Center sa Maynila para sa Breast Cancer at National Kidney and Transplant Institute sa Quezon City para sa Prostate Cancer.  Labingsiyam(19) na  pampublikong ospital ang nakipagkasundo sa PhilHealth sa buong bansa.

Ang benepisyong Z ay direktang babayaran sa mga reference hospitals kung kaya ang benepisyong ito ay awtomatikong ibabawas sa kabuuang kabayaran sa ospital ng mga miyembro ng PhilHealth.

Ang end-stage renal disease at congenital cardiac disease ay  ang iba pang mga sakit na maaaring maibilang sa pakete ng benepisyong Z.

“Ang mas pinagandang benepisyo ay dapat kasabay ng de-kalidad na serbisyo. Gusto nating mabawasan ang dalahin ng ating mga miyembrong may catastrophic na sakit hindi lamang sa pamamagitan ng pagtataas ng ating benepisyo kundi upang maseguro ang maayos at mabilis na pag-aavail ng kanilang benepisyo,” sabi ni Banzon.

“Ang bawat Pilipino ay may karapatang magkaroon ng mabuti at kumpletong gamutan upang sila ay matutong makibaka at magpatuloy sa kanilang pamumuhay.  Hindi tama na ipagkait ang nararapat na para sa kanila.  Ang Z ay hindi lamang benepisyo o katapusan ngunit magandang simula ng bagong pamantayan sa pagbibigay ng de kalidad na serbisyong pangkalusugan,” dagdag pa niya.
