Sa paglakas ng turismo, tataas ang pangangailangan sa chef—DOLE; DOLE awards Labor Standards Compliance Certificate to six more bus companies and San Carlos City LGU commits to institutionalize its PESO

Kasabay ng pagpapalakas ng Pilipinas sa industriya ng turismo sa pamamagitan ng kampanya nitong “It’s more fun in the Philippines,” nakikita ng Department of Labor and Employment ang kasabay na paglakas ng industriya ng hotel at restaurant.

“Ang industriya ng hotel at restaurant ay isa sa nagtataguyod sa sektor ng turismo.  Kaya masasabi natin na ang paglakas ng turismo ay nangangahulugan ng kasiglahan sa industriya ng hotel at restaurant,” ani Labor and Employment Secretary Rosalinda Dimapilis-Baldoz.

Batay sa datos ng Department of Tourism, may kabuuang 1,497,851 turista ang dumating sa Pilipinas mula Enero hanggang Abril ng taong kasalukuyan.  Nangangahulugan ito ng pagtaas nang 14.61 porsiyento kumpara sa 1,306,944 turista sa parehong panahon noong nakaraang taon.

“Kapag nagpatuloy ang ganitong takbo, ang pagsigla sa industriya ng hotel at restaurant ay mangangahulugan ng mas malaking oportunidad para sa ating manggagawa,“ ani Baldoz.

Bilang paghahanda, isinama ng DOLE ang chef sa mga tampok na trabaho sa DOLE Career Guide sa ilalim ng industriya ng hotel at restaurant.  Mababasa ang DOLE Career Guides sa website ng Bureau of Local Employment: http://ble.dole.gov.ph/career.asp.

Ayon sa guide, walang partikular na kurso ang kinakailangang matapos para maging chef.   Gayunpaman, mas binibigyang prayoridad ng mga employer ang mga gradweyt ng high school at  nakakumpleto ng kurso sa commercial food preparation.

Ang apat na taong kurso sa International Hospital Management na may espesyalidad sa culinary arts, ay makakapagbibigay ng kalamangan para sa mga nagnanais na magtrabaho ng may mas mataas na sahod, tulad ng executive chef sa mga kilalang restaurant o hotel.

“Para sa mga hindi nakapag-enroll sa kolehiyo ngayong taon, may mga culinary school na nagbibigay ng maiksing kurso sa culinary arts sa loob ng isang taon at dalawang buwan; tatlong-buwang pagsasanay para makatanggap ng sertipiko sa fundamentals ng culinary arts; o apat na buwang pagsasanay sa commercial cooking, o limang-araw na maigsing kurso sa culinary,” ani Baldoz.

Ang apat na taong kurso sa international hospitality management na me espesyalidad sa culinary ay nagkakahalaga ng P170,000 hanggang P200,000 kada semestro, kasama na ang mga materyales (kasangkapan sa kusina at sanggkap) na gagamitin sa buong kurso.

Katulad ng nakasaad sa DOLE’s Career Guide, ang suweldo ng chef ay nag-iiba batay na rin sa klase ng restaurant na kanilang pinagtatrabahuhan.  Ang buwanang suweldo ng chef para sa mga bagong pasok ay nag-uumpisa mula P10,000 hanggang P18,000, ayon na rin sa natapos nilang edukasyon at kung sila ay nakakuha ng trabaho sa mga eleganteng restaurant at hotel.

Partikular na gawain g chef ang magplano at magbigay ng direksyon sa paghahanda ng pagkain at mga gawain sa pagluluto; pagpaplano ng talaan ng putahe; pagseseguro sa kalidad ng lutuin; pagtataya sa halaga ng pagkain at paggawa; pamumuno sa gawain ng tagapagluto at ng iba pang manggagawa sa kusina; pagpapakita ng bagong teknolohiya sa pagluluto; pagtuturo sa paghahanda ng lulutuin, paglalagay ng dekorasyon sa pagkain; at pagpaplano sa pamimili ng sangkap at gamit sa kusina.

“Maraming oportunidad sa trabaho at negosyo ang isang chef, kabilang na dito ang pagsusulat ng cookbook, pagtatatag ng catering business para sa kasal, business functions, at iba pa.  Maaari din silang magtrabaho bilang consultant para sa mga may-ari ng restaurant na nagnanais na mag-buo ng espesyal na menu,” dagdag ni Baldoz

Despite a petition by some bus operators for the nullification of Department Order No. 118-12, or the “Rules and Regulations Governing the Employment and Working Conditions of Drivers and Conductors in the Public Utility Bus Transport Industry”, the Department of Labor and Employment-National Capital Region yesterday awarded Labor Standards Compliance Certificates (LSCC) to six more bus companies that have complied with the order.

The LSCCs awarded to Astroliner Tourist Bus Company; Victory Liner; ALRO Transport; Nicholas Albert Bus; Nafi Multipurpose Bus; and PBT Pitbull Bus Transport brings to eight the number of bus transport companies awarded the certificates of compliance with D.O. 118-12.

Last Monday, the first two LSCCs have been awarded to Safeway Bus Lines and Franvil Transit during a simple turn-over ceremony at the DOLE-National Capital Region offices in Malate, Manila.

Baldoz last week ordered the DOLE-NCR, National Wages and Productivity Commission, Bureau of Working Condition, and the Occupational Safety and Health Center to fast-track the awarding of LSCCs to compliant bus companies for them to serve as models to other bus companies in voluntary compliance with labor and occupational safety and health standards.

She cited the report of the DOLE-NCR and the NWPC that of the 49 bus companies already audited, 36 companies have been found to be compliant, while nine are in the process of complying.

“The DOLE-NCR and the NWPC are processing their compliance documents to they can be issued the LSCC,” Baldoz explained.

She also announced that Shem Transport, Princess Youhan and Chrisa Transport, Kelly Trans, and Viofel Trans will submit their compliance documents early next week.

“We are proceeding with deliberate dispatch and determination in carrying out this reform in the bus transport sector knowing that it will be the drivers, conductors, and the bus riding public that will generally benefit from it,” Baldoz said.

Department of Labor and Employment Region 6 Director Ponciano M. Ligutom yesterday announced that another local government unit (LGU) in the region has committed to institutionalize its Public Employment Service Office (PESO) within the year as a result of the regional office’s efforts to promote the institutionalization of PESOs across Western Visayas.

Ligutom has reported to DOLE Secretary Rosalinda Dimapilis-Baldoz that San Carlos City Mayor Gerardo M. Valmayor, Jr., during the conduct of the Regional PESO Strategic Planning-Workshop in his city, expressed desire to have the PESO improve its programs and services delivery to city residents and to strengthen its partnership with the DOLE.

“Mayor Valmayor was very receptive to the proposal of institutionalizing the PESO to improve its services and he immediately gave his commitment to this. He also instructed the City PESO manager to start working on the institutionalization,” Ligutom said.

San Carlos City is the third LGU in Region 6 whose chief executive committed to establish the PESO this year. The other two LGUs were those of Antique province and San Jose town, Antique’s provincial capital.

Region 6 has a total of 161 PESOs—Iloilo with 52; Antique, 22; Capiz, 20; Aklan, 18; Negros Occidental, 43; and Guimaras, 6.

Of this number, only two are institutionalized and these are the PESOs of Sagay City in Negros Occidental and the PESO of Banga in Aklan.

The PESO is the face of the DOLE in local communities. As a frontline government agency, the PESO facilitates the delivery of employment programs and services, including job matching, job referral, employment and career counseling, and other functions.

The DOLE has been pushing for the institutionalization of the PESO to make it more functional and pro-active. Once institutionalized, the PESO will have its own staff, office space and equipment, and budget, which is the lifeblood of its operation.
